Why do people still believe in myriad ghosts, spirits, luck, curses, blessings, talismans, daily horoscopes, angels, demons, demigods, nā ʻaumākua, séances, saviors, sacred texts, miracles, holy water, transubstantiation, papal infallibility, junk bonds, penny stocks, pyramid schemes, derivatives, collateralized debt obligations, multi-level marketing, flat Earth, hollow Earth, Bigfoot, Tarot, Kabbalah, Santa Claus, Easter Bunny, Tooth Fairy, stigmata, magic, Trinity, UFOs and God? Excuses can be almost convincing, if one buys into their rationale: 'tradition,' 'makes me feel good,' 'my bible tells me so,' or my current favorite, 'in case it's all true!' How many times did the jealous Gods of the Old Testament (El, יהוה, Elohim, Yahweh) desert Their so-called Chosen People? Hebrews all vanished in the Diaspora, now replaced by Khazarian interlopers who have no legitimate claim to Palestine, according to historian Arthur Koestler's The Thirteenth Tribe and Shlomo Sand's The Invention of the Jewish People.

As a young man, I had a strange dream of a hand writing a 4-line poem in the air and recognized it as potentially significant. The first line had to do with bread; the 2nd was about meat; the last two lines read, 'Need your butter slowly for, Tomorrow you will rule the Earth.' Relatively standard Incineroar, I tried the pinch berries but I found them inconsistent, so I choose the Assault Vest instead. Low Kick is for opposing Incineroar, which causes trouble to my team in general. Great damage and deals with a lot of threats, Knock Off is godly in this meta.
Mewtwo @ Life Orb
Ability: Pressure
EVs: 252 SpA / 252 Speed / 4 SpD
Timid Nature
Mewtwo is a powerful glass cannon in this meta. Psystrike deals great damage to anything that doesn't resist it. Grass Knot deals great damage to Groudon and also hits Kyogre slighty harder than Psystrike in a single moveslot. Aura Sphere is for Incineroar (unfortunately it's not a OHKO, but will still deal considerable damage) and Steel types.
Solgaleo @ Metal Coat
Ability: Full Metal Body
EVs: 252 HP / 100 Attack / 156 SpD
Careful Nature
His main purpose is to deal with Xerneas, as well as Wide Guard support. 100 Attack and Metal Coat ensure a OHKO on a Xerneas with no defensive investment (and Full Metal Body beats Intimidate Support). Knock Off is filler, but it's still really useful in this meta with no Z-Crystals or Mega Stones. Really bulky in general, can take quite a lot of beating even without healing. Not sure if protect is neccesary with Wide Guard.
Jynx @ Focus Sash
Ability: Dry Skin
EVs: 252 Sp. Attack/252 Speed/ 4 SpD
Timid Nature
Surprisingly has proven very useful in this Kyogre heavy meta. Dry Skin means Kyogre water spam doesn't work vs her, she can put Scarf Kyogre to sleep while partner protects. Ice beam is a 2HKO on pretty much every Groudon, as well as good coverage in general. Fake Out for support. Lovely Kiss can steal games if the RNG is in your favor, having a great 75 accuaracy, though it still misses fairly frequently. Skill Swap passes on her great ability to a teammate, hilarity ensues if she can pass it to Incineroar, activating Intimidate again and giving the tiger a water immunity and passive healing with rain on the field.
Ferrothorn @ Leftovers
Ability: Iron Barbs
EVs: 156 HP / 100 Def/ 252 SpD
IVs: 0 Speed
Sassy nature
Great wall in general. Hits Kyogre and Xerneas hard even without investment, and Leech Seed+Leftovers provide great passive healing. EVs give him a decent mixed wall capabilites, might not be optimized however.

Ability: Competitive
EVs: 252 HP / 252 SpD/ 4 Sp. Attack
Calm Nature
Another wall, mostly used for Icy Wind speed control and to discourage opponents from bringing their Incineroar. Recover might be a bit overkill on the recovery but it does pair well with Icy Wind. This is a new addition but has been performing fairly well, though not really sold on it just yet.
Thia team is quite anti-meta, but it does have its problems. Opposing Incineroar are really annoying in general. No real form of speed control outside of Milotic. No taunt users to prevent stuff like Trick Room or screens. Some other problems include Yveltal (usually I have to rely on Lovely Kiss+Ice Beam from Jynx to deal with it, otherwise it's hard), Palkia and sometimes Groudon (reliant on Mewtwo Grass Knot)
On the other hand, I don't have trouble against Xerneas at all, Solgaleo is just really good against him, with Ferro being a bood backup. Scarf Kyogre can be a pain if paired with a good support. Haven't really had trouble vs any of the Tapus.
Looking for suggestions, especially in regards to EV spreads and movesets.

Hierbij zend ik u, mede namens de minister van Buitenlandse Zaken, het antwoord op de vragen van het lid Leijten (SP) van uw Kamer inzake het bericht dat de Europese Commissie zich mengt in de opleiding Europese Studies.   De vragen werden de minister van Buitenlandse Zaken toegezonden bij uw bovenaangehaalde brief met kenmerk 2018Z14562.   De minister van Onderwijs, Cultuur en Wetenschap,   Ingrid van Engelshoven   2018Z14562   Antwoorden op de schriftelijke vragen van het lid Leijten (SP) van de Tweede Kamer der Staten-Generaal aan de minister van Onderwijs, Cultuur en Wetenschap inzake het bericht dat de Europese Commissie zich mengt in de opleiding Europese Studies (ingezonden d.d. 08 augustus 2018).   1 Bent u verbaast te leren dat de Europese Commissie meer invloed lijkt uit te oefenen op het curriculum van de opleidingen Europese Studies in Nederland dan hun ondersteunende bevoegdheid toelaat? 1) Kunt u uw antwoord toelichten?   Ik heb geen signalen vanuit de Nederlands-Vlaamse Accreditatieorganisatie (NVAO), noch van de Inspectie van het Onderwijs, dat de kwaliteit of vrijheid van onderwijs en onderzoek in het geding zouden zijn bij de opleidingen Europese Studies. Vanuit de Europese Unie zijn verschillende budgetten beschikbaar voor verschillende doelen. (zie ook antwoord op vraag 3).   2 Wat betekent volgens u ‘europeanisering’ in de context van hoger onderwijs? 2) Kunt u uw antwoord toelichten?   ‘Europeanisering’ kan als onderdeel van internationalisering gezien worden, waarbij de focus ligt op het opdoen van kennis over de uitdagingen waar Europa mee te maken heeft. Het gaat dus om het ontwikkelen van de Europese dimensie in onderwijs. Ik vind het van belang dat burgers die straks hun werk in een internationale en Europese context verrichten, of dat nou vanuit het binnen- of buitenland is, daar goed op toegerust zijn. Professionals uit verschillende domeinen hebben kennis nodig van EU-processen en -regels en dienen daar ook kritisch en onafhankelijk op te kunnen reflecteren. Dit is in de jaren ’90 ook de achtergrond geweest voor het oprichten van het Jean Monnet programma.   3 Vindt u dat dit 'europeaniseren' een opdracht dient te zijn van Europese onderzoeksubsidies, zoals het Jean Monnet-programma?   De Europese Unie stelt budget beschikbaar met verschillende doelen. Het programma Horizon2020 is hét Europese subsidieprogramma voor onderzoek en innovatie in Europa. Het programma biedt kansen voor iedere organisatie of ondernemer die actief is in onderzoek, technologische ontwikkeling of innovatie. De totale omvang van het programma is €70 miljard (2014-2020). ‘Europeaniseren’ is geen doelstelling binnen het Horizon2020 programma.   Naast Horizon2020 bestaat het programma Erasmus+, het subsidieprogramma van de EU voor onderwijs, training, jeugd en sport. De totale omvang van het programma is €14,7 miljard (2014-2020). Het biedt mensen van alle leeftijden de kans om kennis en ervaring op te doen of te delen bij organisaties in verschillende landen. Erasmus+ richt zich voor het grootste deel op het bevorderen van mogelijkheden voor mobiliteit over de grens heen en ondersteunt daarnaast strategische partnerschappen tussen organisaties uit verschillende landen.   Het Jean Monnet programma is een onderdeel van het Erasmus+ programma en heeft als doel de kwaliteit van (hoger)onderwijs- en onderzoeksactiviteiten op het gebied van EU-studies, in het bijzonder op het gebied van de Europese integratie, wereldwijd te bevorderen. In het kader van EU-studies wordt heel Europa bestudeerd met bijzondere aandacht voor de interne en externe aspecten van het Europese integratieproces. Het Jean Monnet programma helpt studenten en jonge arbeidskrachten onder andere toe te rusten met kennis over EU-onderwerpen die belangrijk zijn voor het academische en beroepsmatige leven. Een andere doelstelling is om de dialoog tussen de academische wereld en beleidsmakers te bevorderen om EU beleidsvoering te verbeteren. Beide veronderstellen een open, kritische oftewel academische houding. Ik heb geen aanwijzing dat daarbij geen ruimte zou zijn voor een kritisch geluid met betrekking tot de EU.   4 Kunt u een overzicht geven van alle projecten van het Jean Monnet-programma in Nederland over de afgelopen tien jaar in Nederland? Kunt u daarbij specificeren om wat voor activiteiten het gaat (leerstoel, studieprogramma’s, lezingen, enz) en hoeveel subsidie daarvoor van de Europese Commissie komt?   In bijlage 1 vindt u een overzicht van de Jean Monnet projecten vanaf 2009 waar een Nederlandse organisatie bij betrokken was. Indien bekend is de hoogte van de toegewezen subsidie bijgevoegd.   5 Deelt u de mening dat de informatie over de financieringsstromen van de Europese onderwijsactiviteiten voor iedereen toegankelijk moeten zijn en niet alleen in een onleesbaar Excel bestand in het Engels? 3) Bent u bereid te onderzoeken op welke manieren transparantie over financiële bijdragen zo goed mogelijk kan worden gegarandeerd?   Nederland is voorstander van maximale transparantie en toegankelijkheid van informatie, uiteraard binnen de bestaande (privacy)wetgeving. Het delen van informatie, zoals financieringsstromen en uitkomsten van de Erasmus+ projecten, vergroot ook de impact van Erasmus+. Nederland zet zich in voor het verlagen van de administratieve lasten en maximale openheid van gegevens tijdens het huidige Erasmus+ programma (2014-2020) en bij het toekomstige Erasmusprogramma (2021-2027).   6 Is het normaal in het Nederlands hoger onderwijs dat leerstoelhouders door geldschieters verplicht worden om zich te mengen in het publiek debat, zoals het geval is bij het Jean Monnet-programma? Kunt u uw antwoord toelichten?   Er zijn drie academische taken: onderzoek, onderwijs en kennisverspreiding. Nederlandse hoogleraren worden standaard geacht hun kennis en expertise in het publieke debat te brengen. Veel Nederlandse hoogleraren doen dat met verve.   Een Jean Monnet Chair is een leerstoel voor universiteitsdocenten met een specialisatie in EU-studies. Leerstoelhouders dienen als hoofdactiviteit drie jaar lang minimaal 90 uur per academisch jaar onderwijs te geven. Onder de additionele activiteiten valt onder andere het deelnemen aan conferenties, seminars/webinars en workshops, gericht op zowel beleidsmakers op lokaal, regionaal en nationaal niveau als het maatschappelijk middenveld. Het deelnemen aan het publiek en wetenschappelijk debat is een reguliere activiteit voor elke leerstoelhouder, niet alleen voor houders van de Jean Monnet Chair. Dit past in het breder beschikbaar stellen van wetenschappelijke kennis, zoals dat een onderdeel is van de academische taken.   7 Deelt u de mening dat in het onderwijs er geen inhoudelijke sturing mag worden gegeven als voorwaarde voor financiering? Zo nee, waarom niet?   Ja. Externe financiering kan worden ingezet voor de bevordering van kennis over een specifiek onderwerp. Dit mag echter nooit ten koste gaan van de academische vrijheid.   8 Erkent u dat het lastig is om kritisch te rapporteren over de eigen geldschieter? Zo ja, ziet u dan ook het gevaar van dit soort voorwaarden van het Jean Monnet-programma op objectief onderwijs?   De wetenschap dient vrij en onafhankelijk te kunnen opereren, dat kan ook in thematische programma’s, samenwerking met bedrijven etc. Hiervoor bestaan duidelijke protocollen en integriteitsregels. De wetenschapper wordt hierin gesteund door zijn instelling.   Jean Monnet-acties zijn erop gericht excellentie in onderwijs en onderzoek te bevorderen op het gebied van EU-studies over de hele wereld en de dialoog tussen de academische wereld en beleidsmakers te stimuleren. Beide veronderstellen een open, kritische oftewel academische houding. Ik heb geen aanwijzing dat daarbij geen ruimte zou zijn voor een kritisch geluid over de EU of richting de Europese Unie, of dat bovengenoemde protocollen en integriteitsregels niet gerespecteerd zouden worden.   9 Deelt u de mening dat de doelstelling van ‘europeaniseren’ inhoudelijk sturend is en daarom een perverse prikkel geeft? Zo nee, waarom niet?   Zie beantwoording vraag 2   10 Vind u het harmoniseren van de opleiding Europese Studies in de Europese Unie wenselijk? Kunt u uw antwoord toelichten?   Ik ben in de eerste plaats een voorstander van academische vrijheid en respecteer de autonomie van afzonderlijke instellingen bij het bepalen van curricula. Harmonisatie van de opleiding Europese Studies in de Europese Unie is alleen wenselijk zolang er naar gedeelde waarden en gezamenlijke definities wordt gezocht.   11 Deelt u de mening dat de competenties die studenten leren tijdens de opleiding Europese Studies en die worden vastgesteld in het ‘Tuning’ document zouden moeten worden vastgesteld op nationaal niveau, aangezien daar de bevoegdheid ligt? Zo nee, waarom niet? 4)   Zie voor een toelichting op het Tuning project het antwoord op vraag 12. Het is belangrijk te stipuleren dat in de Tuning filosofie de autonomie van instellingen en diversiteit van programma’s vooropstaat. Dit sluit aan bij mijn opvatting dat het primair de verantwoordelijkheid is van afzonderlijke instellingen om het curriculum vast te stellen. Zij bepalen de leeruitkomsten en de te hanteren onderwijsvormen. Hierbij moet worden aangetekend dat het hoger onderwijs opereert in een internationale context. De eisen worden geformuleerd door de docenten en wetenschappers die actief zijn in het betreffende vakgebied, niet door overheden. Het genoemde Tuning document, Reference Points for the Design and Delivery of Degree Programmes in European Studies moet worden gezien als een bijdrage bij het bepalen van de standaard, en sluit aan bij de doelstelling uit het Bologna Proces dat onderwijsprogramma’s ‘compatible and comparable’ zouden moeten zijn. ‘Reference points’ moeten hier worden verstaan als richtinggevende – niet bindende – aanwijzingen. Dit is ook wenselijk als basis voor studentenmobiliteit, bijvoorbeeld in het kader van het Erasmus+-programma.   12 Kunt u mij uitleggen wat de Europese Commissie bedoeld met ‘morele ondersteuning’ van de totstandkoming van dit ‘Tuning’ document? En wat vindt u daarvan?   Het Tuning project is een initiatief dat is voortgekomen uit de hoger onderwijswereld zelf. Het beoogde (en beoogt nog steeds) het hoger onderwijs en in het bijzonder academici en studenten een (prominente) rol te geven in de implementatie van het Bologna Proces. Tuning heeft tot doel hoger onderwijs en onderwijsprogramma’s te innoveren, dat wil zeggen beter aan te laten sluiten op de maatschappelijke vraag, en (inter)nationaal beter op elkaar af te stemmen.   Het project Tuning Educational Structures in Europe, dat geheel autonoom van de Europese Commissie opereerde, genoot financiële steun van de Europese Commissie (directoraat-generaal Onderwijs en cultuur (EAC)) van 2001 tot 2008. Voordat de Europese Commissie (Directoraat-Generaal voor Onderwijs en Cultuur) overging tot subsidiering van het Tuning project in 2001 heeft zij zich ervan vergewist dat de ideeën die ten grondslag lagen aan het project breed werden gedragen door het HO in de diverse Europese landen en door de nationale overheden. De Commissie dekte ca. 50% van de feitelijke kosten, de rest van de benodigde financiën kwam van de deelnemende hoger onderwijsinstellingen. Het primaire doel van het project: het verbeteren van de kwaliteit van hoger onderwijsprogramma’s door handvatten te ontwikkelen voor de modernisering van die programma’s en daarnaast zogenaamde internationaal vastgestelde ‘reference points for the design and delivery for degree programmes’ te maken. In het kader van Tuning zijn referentie-raamwerken ontwikkeld voor dertien vakgebieden, w.o. Europese Studies, maar ook Geschiedenis, Natuurkunde, Wiskunde, Verpleegkunde, Bedrijfskunde enz. Binnen zogenaamde thematische netwerken werden nog veel meer van deze raamwerken gemaakt, o.a. voor de kunsten, theater, muziek. Elk raamwerk was de uitkomst van de discussie van internationale groepen van wetenschappers en docenten.   De Commissie speelde bij de totstandkoming, behalve aangaande het faciliteren van het proces, inhoudelijk geen enkele rol. De morele steun die de Commissie geeft aan het Tuning project, interpreteer ik in die zin dat de Commissie de totstandkoming van het Tuning project ziet als een goed voorbeeld en er ook op die manier aan zal refereren. Ik heb daar geen bezwaar tegen.   13 Deelt u de mening dat de indicatie dat studenten gedurende de opleiding Europese Studies juist meer pro-Europees worden, laat zien dat er mogelijk sprake is van subjectief onderwijs? 5) Zo nee, waarom niet? Bent u bereid dit verder te onderzoeken?   Ik ben van mening dat er onvoldoende onderbouwing is om te spreken over een indicatie dat studenten gedurende de opleiding Europese Studies juist meer pro-Europees worden. Ik heb geen signalen ontvangen vanuit de NVAO, noch van de Inspectie van het Onderwijs, dat de kwaliteit of vrijheid van onderwijs bij de opleidingen Europese Studies in het geding zou zijn (zie ook beantwoording vraag 1).   14 Vindt u dat studenten van de opleiding Europese Studies ook in aanraking moeten komen met kritische geluiden over de Europese eenwording? Zo ja, vindt u dat dit voldoende wordt aangeboden?   Als stelselverantwoordelijke hecht ik waarde aan de onderzoeks- en onderwijsvrijheid binnen het Nederlandse hoger onderwijs. Het is belangrijk dat studenten in aanraking kunnen komen met verschillende benaderingen van thema’s binnen hun vakgebied. Ik ga echter niet over de specifieke invulling van curricula en vakken. Het is aan de instellingen om te bepalen hoe de curricula eruitzien en het is aan de NVAO om toe te zien op de kwaliteit daarvan. Ik heb geen signalen van de NVAO, noch van de Inspectie van het Onderwijs, dat de opleidingen Europese Studies niet voldoen aan de kwaliteitscriteria.   15 Deelt u de mening dat openbaar moet zijn wie welk onderzoek financiert in het hoger onderwijs? Zo nee, waarom niet? Hierbij zend ik u mede namens de minister van Justitie en Veiligheid de antwoorden op de vragen van het Kamerlid Bergkamp (D66) over de uitspraken van korpschef Akerboom over partydrugs (2018Z07405). De vragen zijn in samenhang beantwoord met de vragen van de Kamerleden Van der Graaf (CU) en Segers (CU) over het bericht “Korpschef: Partydrugs moeten af van 'normaal' imago.” (2018Z06701).   Hoogachtend,   de staatssecretaris van Volksgezondheid,   Welzijn en Sport,   Paul Blokhuis   Antwoorden op Kamervragen van het Kamerlid Bergkamp (D66) over de uitspraken van korpschef Akerboom over partydrugs .   (2018Z07405)   1 Kent u het bericht “Korpschef: Partydrugs moeten af van 'normaal' imago”? 1)     1   Ja. Wij stellen de normalisering van het gebruik van drugs tijdens het uitgaan ook al enkele jaren aan de orde. Wij verwijzen hiervoor ook graag naar de beantwoording van de vragen van de ChristenUnie over dit onderwerp.   2a. Deelt u de mening dat de uitspraak van Akerboom dat het aantal doden door druggebruik de afgelopen jaren ‘flink is toegenomen’, niet strookt met de cijfers van het European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), waaruit weliswaar blijkt dat het aantal doden in 2015 is gestegen, maar in 2014 juist is afgenomen, dus dat van een jarenlange stijging geen sprake is?   2b. Deelt u de conclusie van het rapport dat Nederland relatief goed presteert ten opzichte van andere Europese landen als het gaat om de gezondheidsgevolgen van harddrugsgebruik, omdat het aantal sterfgevallen per miljoen inwoners nog steeds relatief laag is? Zo nee, waarom niet?   2a. en 2b.   Korpschef Akerboom spreekt van een stijging van 123 doden in 2014 naar 235 doden in 2016. Hij doelt daarbij waarschijnlijk op de cijfers van de Nationale Drugs Monitor (NDM) die wij op 23 januari jl. naar uw Kamer hebben gestuurd. Jaarlijks rapporteert de NDM onder andere het aantal gevallen van geregistreerde drugsgerelateerde sterfte in Nederland. De gegevens hiervoor worden elk jaar ontleend aan de Doodsoorzakenstatistiek van het Centraal Bureau voor de Statistiek (CBS). Conform de richtlijnen van het EMCDDA (Drug-related deaths protocol) selecteert het Trimbos-instituut daaruit gevallen en rapporteert daarover. Dit zou kunnen verklaren waarom cijfers van de NDM en EMCDDA verschillen.   In de NDM staat dat de Doodsoorzakenstatistiek niet is toegerust om de drugssterfte precies in kaart te brengen.   Het is nog onbekend of het gaat om een daadwerkelijke stijging of dat er sprake is van een effect door een wijziging in de registratie. Vanwege de overgang in 2013 naar automatische codering van de natuurlijke doodsoorzaken, de start van het elektronisch aanleveren van de doodsoorzakenformulieren, het nieuwe registratiesysteem van de forensische artsen, en meer toxicologisch onderzoek door de forensische artsen, kunnen de aantallen vanaf 2013 niet rechtstreeks vergeleken worden met de aantallen uit de voorafgaande jaren. Deze factoren kunnen ook van invloed zijn op de trends na 2013. Op dit moment ontbreekt dus een betrouwbaar beeld. Mede om deze reden wordt er op dit moment gesproken met het Trimbos-instituut om te onderzoeken wat de precieze oorzaak is en of er betere bronnen zijn om de druggerelateerde sterfte in de toekomst beter in kaart te brengen.   Vanwege problemen met codering, dekking en onderrapportage in sommige landen moet bovendien de nodige voorzichtigheid worden betracht bij het vergelijken van druggerelateerde sterfgevallen.     Omdat nog onbekend is of het om een daadwerkelijke stijging in drugssterfte gaat, of dat er sprake is van een effect door een wijziging in registratie kunnen we de conclusie dat Nederland relatief goed presteert nog niet trekken. Voorop staat dat elke dode als gevolg van drugsgebruik er één te veel is.   3   Kunt u uitleggen waar de bewering van korpschef Akerboom, dat elke drugsgebruiker een systeem in stand houdt dat gekenmerkt wordt door extreem geweld, op gebaseerd is?   3   Evenals de korpschef hechten wij eraan op te merken dat wij ons zorgen maken over de zware criminaliteit die schuil gaat achter de productie en handel van drugs. Drugscriminaliteit vormt een belangrijk onderdeel van de ondermijnende criminaliteit. Het is een prioriteit van het kabinet om de aanpak van ondermijnende criminaliteit samen met alle relevante partners te versterken.     4   Kunt u reflecteren op de stelling dat hoger straffen juist leidt tot hogere prijzen en grotere winsten en dat de markt dus juist lucratiever wordt bij strenger straffen? Kunt u uw antwoord wetenschappelijk onderbouwen?   4   Ons is geen wetenschappelijk onderzoek bekend dat aantoont dat hoger straffen leidt tot een lucratievere drugsmarkt.     5   Deelt u de mening dat ons gedoogbeleid is gestoeld op een duidelijk onderscheid tussen softdrugs en harddrugs ter bescherming van de volksgezondheid en dat een ieder die uitspraken doet over ons drugsbeleid zich hier rekenschap van zou moeten geven?   5   Ons gedoogbeleid is gestoeld op een duidelijk onderscheid tussen softdrugs en harddrugs ter bescherming van de volksgezondheid. Drugsgebruik is altijd risicovol. Ons streven is om het gebruik van drugs tegen te gaan.
